If you can find one for a reasonable price, it will deliver excellent 1080p performance. It doesn't have dedicated ray tracing cores (though it can technically still handle it) and there's no DLSS, but it's still a powerful GPU.

AMD Radeon RX 5700 XT
The AMD RX 5700 XT might be from the first RDNA generation, but it's still capable of putting up solid 1440p numbers. Since it's not as new, you might have a better time sourcing a version that works for you. It will deliver performance about the same as an RTX 2070 Super, though it lacks ray tracing and DLSS capabilities.
If we're making some suggestions
Age of Empires 4 is expected to release Fall 2021. Due to the current GPU landscape, you probably want to start looking for required upgrades now. Microsoft still hasn't released definitive system requirements, though developers have stated the game will run on a wide range of hardware, including integrated graphics. That means any of the above dedicated GPUs should have no trouble handling the game.
